We dedicate this issue to the memory of Juan Rial (1943-2024), a dear friend, pioneer of political science in Uruguay, and valuable consultant in various international organizations. He has left a great legacy in electoral studies, political systems, and military affairs, which we hope will follow his example. His vast contribution includes issues of mediation, pacification, elections, political parties, and armed and police forces in Latin America, Africa, Asia, and Europe
