Advances in science and their conversion in technologies—for example in information and communications technologies, bio-economics, new materials and energies—will constantly transform the production of goods and services, the markets and the international economic relations. As in the entire historical trajectory of globalization, from its origins up to today, what will be crucial is who will participate in knowledge management and who will not.

Western politicians opted for presenting themselves more as “markets” agents and of their demands than as representatives of their electorate. David Cameron, as UK Prime Minister, without mincing his words said that he would cut spending on Welfare State and reduce the global role of the nation, because the Bank of England had told him that risk rating agencies would not settle for less. Rodriguez Zapatero froze pensions and cut back on salaries of public officials; and met with a group of financial sharks in Wall Street to explain his adjustment measures. And Germany has imposed rigor mortis on weaker countries of the Euro zone. “The markets” is the supreme and undisputable argument for European rulers.
