Regarding Great Britain as originator of tax havens
Great Britain operates one of the largest webs of fiscal havens in the world. They are independent territories, in part controlled and aided by Great Britain: Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Guernsey, Montserrat, Turks Islands and Caicos plus those in the English Channel and the Man Island. The legislation of those fiscal havens was approved in London.
