Regarding unemployment as disciplinarian
Maintaining full employment could cause social and political changes that would give a new momentum to those who oppose the leaders of the business world. In a regime with permanent full employment, the “layoff” would no longer be a disciplinarian measure … leaders of the business world appreciate more “discipline in the factories” and “political stability” than profits. Their class instinct tells them that, from their point of view, full employment in the long run is not a good policy and that unemployment is an integral part of a normal capitalist system.
