A weakness, like the entire Uruguayan political system, is the level of political, cultural, and professional training of its cadres at all levels, and that requires very special attention. You do not build a first-class country, with a leadership that does not study, does not produce ideas, is not able to place itself at the necessary level.

About exemplary sentences

The idea that sentences are ‘exemplary’ is false, because there is no analysis that measures how a high punishment for certain crimes deters further crimes. Quite the opposite. An ‘exemplary condemnation’ does not even serve to begin to think about what we are going to do with forms of violence widespread in our society such as racism, classism, violent masculinities. Criminal law acts in a particular conflict once it has already occurred. It does not have the ability to anticipate or prevent crime. Associating exemplary sentences with the suffering that the accused must receive has serious consequences and prevents us from thinking about what other ways the State and society in general should act to reduce violence.
