The evaluation presented by the IMF’s Independent Evaluation Office regarding researches conducted between 1999 and 2008 highlights, among other considerations, that researches are not carried out independently of the institution’s official policy. Studies are influenced by the Fund’s policies and recommendations, their conclusions are predictable within a limited set of perspectives, recommendations are often not derived from the analysis, more than half the researchers felt pressured to align their conclusions with the IMF’s positions and there was too much control upon the message and insufficient quality control.
